There are many remote control applications, but not very (if any at all) remote startup applications.
You don't need to know all of the command line parameters and syntax in order to remotely start a game server instance. Also, you don't need to give out shell access to any of the game server admins.
It also makes for easy point and click editing of mapfiles, making it fast, and less prone to typos when editing your mapcycle.txt and config files.
